Best Practice

The Journal of the Korea Planning Association (JKPA) will follow the Principles of Transparency and Best Practice in Scholarly Publishing (https://doaj.org/bestpractice) developed by Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), the Open Access Scholarly Publishers Association (OASPA), and the World Association of Medical Editors (WAME).

We endeavors to make a good website. JKPA website demonstrates that care has been taken to ensure high ethical and professional standards. It does not contain any misleading information, including any attempt to mimic another journal/publisher’s site.

2. Name of journal

The official journal title is The Journal of the Korea Planning Association (JKPA). As the leading academic journal in urban and regional planning in South Korea, JKPA has embraced the multidisciplinary nature of this field.

3. Peer review process

The JKPA is an international journal for urban studies that employs a double-blind peer-review process. The JKPA does not invite author-suggested reviewers at any stage of the submission process to ensure that all articles are reviewed and evaluated fairly with minimal bias.

The JKPA has eight editorial sections, each with a section editor responsible for managing or reviewing submitted papers in the following areas: 1) urban planning and design, 2) transportation planning, 3) urban economics, 4) housing, community, and real estate development, 5) environmental modelling and spatial analysis, and 6) planning theory and history.

The detailed peer-review process of the JKPA is as follows:

a) The corresponding or submitting author submits the paper to the JKPA via the DBpiaONE online system (https://dbpiaone.com/jkpa);

b) The JKPA editorial office checks that the submitted paper adheres to the requirements of the journal’s author guidelines;

c) The Editor-in-Chief (EIC) first assesses the submitted paper, focusing on its scope, study areas, and themes, and then assigns the paper to one of the eight section editors;

d) Section editors and editorial members suggest appropriate reviewers, who can professionally and fairly assess the paper, to the EIC. Section editors can also propose rejecting the paper at this stage, depending on its scope, originality, novelty, and contribution;

e) The EIC selects the appropriate reviewers while considering their expertise and conflict of interest. Subsequently, the handling editor sends invitations to the selected reviewers;

f) Potential reviewers consider the invitation against their own expertise, conflicts of interest, and availability. They then accept or decline the invitation to review. If declining, they can also suggest alternative reviewers;

g) A total of three reviewers assess the paper. They provide a detailed point-by-point review and the reviewer’s recommendation (i.e., accept, minor revision, major revision, and reject the paper). The review period is suggested to be within three weeks;

h) The handling editor collects all the returned reviews and sends them to the EIC. If the reviews differ widely, the EIC invites an additional reviewer to consider an extra opinion before making a decision;

i) The EIC makes a decision based on all returned reviews and sends a decision email to the corresponding or submitting author, including the reviewers’ comments;

i-1) The paper is sent to production if accepted;

i-2) If the paper is rejected, the EIC provides overall comments, including the reviewers’ comments, to encourage the author to develop the paper;

i-3) If the paper sent back for major revision, the EIC provides overall comments, including the reviewers’ comments, to help the author improve and revise the paper. The JKPA proposes that the paper be revised within three months;

i-4) If minor revision is required, the follow-up review can be conducted by the EIC, or the paper may be sent back to the reviewer for a decision after the author revises it.

j) The author can raise their complaints and appeals against editorial decisions to the EIC within two weeks after the final decisions. The EIC should respond to the submitted complaints and appeals within two weeks after the issues are submitted.

The JKPA is owned by the publisher, Korea Planning Assciation. (https://kpa1959.or.kr/)

5. Governing body

The governing body is the journal's editorial board. We are working to improve the quality of the journal. We review all issues related to the publication of the journal.

7. Copyright and Licensing

Copyright to all published materials is owned by Korea Planning Asscociation. All authors should agree to the copyright transfer during the submission process.

- Any Use of the open access version of this Journal in whole or in part must include the customary bibliographic citation, including author and publisher attribution, date, article title, Journal of Korea Planning Association (JKPA) and the URL http://www.kpaj.or.kr and must include a copy of the copyright notice. If an original work is subsequently reproduced or disseminated not in its entirety but only in part or as a derivative work this must be clearly indicated.

8. Author fees

Authors must pay the peer review fee of KRW 60,000 when submitting a manuscript.
Authors should pay KRW 100,000 for each publication after the publication is confirmed. However, if the number of printed pages exceeds seven, the author must pay the excess publication volume charge per page. The excess publication volume charge is KRW 15,000 per page up to 17 pages, and KRW 30,000 per for volumes exceeding 18 pages.

When submitting a manuscript and the formal acceptance for its publication, page charges and article processing charges will have to be paid using the online manuscript submission system on JKPA's website (kpaj.or.kr).

9. Process for identification of and dealing with allegations of research misconduct

The editorial board of JKPA have carefully examined all submitted manuscripts whether these are abided by the ethical guidelines of the ICMJE and COPE. The published articles have involved the statements of conflict of interest, institutional review board, informed consent, and human/animal rights.

TWhen the Journal faces suspected cases of research and publication misconduct such as a redundant (duplicate) publication, plagiarism, fabricated data, changes in authorship, undisclosed conflicts of interest, an ethical problem discovered with the submitted manuscript, a reviewer who has appropriated an author’s idea or data, complaints against editors, and other issues, the resolving process will follow the flowchart provided by the COPE
(http://publicationethics.org/resources/flowcharts). The editorial board of JKPA will discuss the suspected cases and reach a decision. JKPA will not hesitate to publish errata, corrigenda, clarifications, retractions, and apologies when needed.

10. Publication Ethics

JKPA follows the Guideline on Good Publication of COPE (https://publicationethics.org), Recommendations of International Committee of Medical Journal Editors (http://www.icmje.org/recommendations), and Good Publication Practice Guidelines for Medical Journals of Korean Association of Medical Journal Editors (http://kamje.or.kr).

11. Publishing schedule

Journals are published not less than 7 times a year, and the scheduled date of publication is the end of February, April, June, August, October, November, and December, in principle.

12. Access

All the papers are available for free on this site(www.kpaj.or.kr). A free full-text service both in the XML and PDF formats is available.
Members of the KPA(Korea Planning Association) can log in and view and download from site(www.kpa1959.or.kr).

13. Archiving

Authors can share their preprint anywhere at any time. If the preprint is accepted for publication, authors are recommended to update the info at the preprint with a link to the published article in JKPA, including DOI at JKPA.

14. Revenue sources

Revenue sources of journal are from the support of publisher (Korea Planning Association).

15. Advertising

JKPA not accepts advertisements.

16. Direct marketing

Journal propagation has been done through the journal web site and distribution of an introduction pamphlet. Invitations to submit a manuscript are usually focused on the presenters at conferences, seminars, or workshops if the topic is related to the journal's aims and scope.
